Arthur M. Kaindl was both an Illinois State Representative and a civil engineer. In 1920, Kaindl received a bachelors degree in Mechanical Engineering from the Lewis Institute in Chicago. His first job was with Ajax Forge company, though he took a two year leave of absence from this job in order to serve overseas as a Commissioned Officer in World War I. In 1924, Kaindl began working for the City of Chicago's Board of Local Improvements and Bridge Department and, in the following year, married Marguerite Farley. He remained employed by the City of Chicago for twenty-seven years; during this time he designed railroad track layouts, steel structures, concrete walls and pumping stations. He also did cost analysis and helped resolve railway traffic problems. In 1951, Kaindl left this job and began designing equipment and track layouts for A. J. Boynton and Co. He continued to do engineering work for a series of private industries until his retirement in 1958.

Kaindl's career, however, did not only involve engineering but politics as well. In 1932, Kaindl became a member of the Illinois General Assembly and remained in this position for twenty-six years. As both a Democrat and Chairman of the House Roads and Bridge Committee, he strongly favored legislation that would allocate government funds to the construction of adequate highway systems. He also supported the Gas Tax Bill, which was up for debate in 1950. As with his career in engineering, Kaindl retired from the government 1958.
