Harold Patrick O'Connell was born on January 26, 1894 in Chicago, Illinois. He attended Lake Grammar School and Lake High School in Chicago and subsequently earned his law degree from DePaul University in 1917. A military veteran of World War I, O'Connell served in the United States Naval Air Force until December 1918. O'Connell worked as an Assistant State's Attorney from 1919 to 1923 and later as Assistant City Prosecutor from 1927 to 1930. Harold P. O'Connell was elected Judge of the Municipal Court of Chicago in 1930 and would hold that post until 1954 when he was elected to the Circuit Court of Cook County. Judge O'Connell later became Chief Justice of the Criminal Court in 1957 and served as Chief Judge of the Circuit Court from July 1959 to June 30, 1960. Judge O'Connell's final legal assignment was that of the Tax Division of the Circuit Court which he held until his death in 1967.

The Judge Harold P. O'Connell Papers include election materials, certificates, clippings, photographs, and a program for his funeral mass held in 1967.
