The Citizens Action Program was formed in 1970 by veterans of the Industrial Areas Foundation as the Campaign Against Pollution to protest contamination from Commonwealth Edison. In 1971, after success in sponsoring anti-pollution ordinances, the organization changed its name to Citizens Action Program to reflect its organizational growth and its advocacy of other issues like redlining. It merged in 1974 with National Consumers United when CAP began to address consumer issues. The group's most successful campaign was its opposition to a proposed cross-town expressway, when CAP managed to force the issue into the election debates in 1972.
