The Chinese American Civic Council was founded in April 1951 by Walter C. James of Minneapolis, Minnesota, a citizen of Chinese descent. The purpose of the Council was to encourage and enable Chinese-Americans to take a more active role in American life and to educate other Americans about the ethnic Chinese community. The Council provided public relations services for the Chinese community, aid for refugees and immigrants, assistance to Chinese nationals traveling in the United States, and volunteers for medical outreach programs. Other services included informal networks for employment placement and assistance to those hosting Chinese parties or other cultural events with Chinese themes.
