Two men are standing in an open window on the second floor. Hoof and mouth disease affects mainly cloven-footed mammals and is a highly contagious viral disease, characterized by blisters on the animals' mouth and feet. The Union Stockyards were ordered to take precautions by the United States Department of Agriculture. Text on negative reads: Where employees received food from government at stockyards quarantine.
