Forrest, an attorney, William Rufus Edwards, a St. Paul lumberman, and an unidentified man rounding the corner of a building in the Loop community area of Chicago, Illinois. The University Club, at 75 East Monroe Street, is in the background. Edwards was charged with violating the Mann Act by attempting to bring Ada Cox from Chicago to Minnesota. In the United States prostitution was virtually uncontrolled until the passage of the Mann Act (1910), which prohibited interstate transportation of women for immoral purposes. By 1915 nearly all states had passed laws banning brothels and regulating the profits of prostitution.
