  • Description Mayor Harold Washington attended the annual Kenwood-Oakland Community Organization (KOCO) meeting on October 24, 1987. KOCO is the best known and most active, local organization in the Kenwood-Oakland area, which makes up most of the 4th Ward. With a 1987 budget of only $250,000, KOCO secured an additional $100,000 for the area in Community Development Block Grants for housing, for the disabled, for youth, and business assistance.
