  • Collection summary The collection documents the activities of the Development Sub-Cabinet during Harold Washington's tenure as mayor of Chicago. The records consist primarily of files of the Mayoral Liaison Benjamin Reyes and his two assistants, Shelley Sandow and Juanita Burris, and the Departments that reported to them. The records are particularly strong for information about Latino community organizations, economic development groups, economic studies of neighborhoods and other city and community agencies.
  • Biographical or Historical Note
    • Harold Washington was the first African American mayor of Chicago, elected in 1983. He began a second term in 1987 before passing away in office November 25,1987. The Development Sub-Cabinet was one of five sub-cabinets Mayor Washington established. The sub-cabinets were headed by a mayoral liaison who coordinated policies that cut across departmental boundaries. The Development Sub-Cabinet oversaw projects in several city departments, including Economic Development, Planning, Housing, the Mayor's Office of Employment and Training, Cultural Affairs and the Chicago Housing Authority.
    • Development Sub-cabinet staff were the Mayor's link to several Commissioners' Departments, including the Dept. of Economic Development, Dept. of Planning, Dept. of Housing, Mayor's Office of Employment and Training, Dept. of Cultural Affairs, and the Chicago Housing Authority. Through these links the Liaison and his staff were able to work on projects involving neighborhood development and economic development.
