Executive committee and board of directors minutes (1976-1986), health system plans (1982-1983), budgets (1985-1986), by-laws, committee reports, correspondence, memos, newsletters, and other records of the Suburban Cook County-DuPage County Health Systems Agency and of its successor, the Suburban Health Planning Association. Topics include efforts to prevent the duplication of local health resources and thereby to restrain increases in health care costs. Included are records of the Statewide Health Coordinating Council on developing the state health plan. Also present are documents generated by the Illinois Department of Public Health on health resource issues. Correspondents include the U.S. Department of Health, Education, and Welfare.
The Suburban Cook County-DuPage County Health Systems Agency was founded in 1976 as a result of the National Health Planning and Resources Development Act (Public Law 93-641) and was funded primarily by the U.S. Department of Health, Education and Welfare. The 1974 congressional act, in response to concerns over inefficiencies and rising costs in the health care system, established a network of health systems agencies (HSAs) that functioned to identify and prioritize regional healthcare needs to systemize healthcare planning. The organization, which changed its name to the Suburban Health Planning Association around 1987 after it was no longer primarily a government agency, served as the HSA for suburban Cook and DuPage counties in Illinois. Like other HSAs nationwide, the agency developed health systems plans and an annual implementation plan, which were submitted to the state for consideration. The agency also reviewed projects related to the expansion and modernization of healthcare facilities and services based on need, efficiency, and appropriateness. The agency dissolved in 1989.

The collection is arranged in six series.
Series 1. Administrative files, 1976-1988 (box 1-4)
Series 1 consists of records pertaining to the management of the agency, including correspondence, by-laws, membership lists, financial records, policies and procedures, and newsletters. Also present are materials related to board of directors selection, employee compensation, strategic planning, and a proposed merger with the Metropolitan Chicago Health Planning Council.
Series 2. Board minutes, 1979-1988 (box 5-10)
Series 2 contains minutes of the Board of Directors and the Executive Committee. The minutes include the reports of various committees, brought to the board for review.
Series 3. Health systems plans, 1978-1985 (box 10-17)
Series 3 consists of drafts and final versions of health systems plans and annual implementation plans drafted by the agency. Also present are drafts of state health plans created by the Statewide Health Coordinating Council, reports generated by the Illinois Department of Public Health, and an analysis of state health plans.
Series 4. Committee files, 1976-1988 (box 18-22)
Series 4 contains correspondence, reports, position papers, and minutes of various agency committees, including the Plan Development Committee, the Health Systems Development Committee, the Planning and Development Committee, and the Acute Care Bed Need Subcommittee. Also included are materials related to agency task forces formed to address occupational health and safety and HMOs.
Series 5. Review files, 1977-1987 (box 23-26)
Series 5 contains correspondence, project review manuals, block grant proposals, Proposed Use of Federal Funds Review committee recommendations, and reviews of projects related to modernization and expansion of facilities and services.
Series 6. Statewide Health Coordinating Council, 1978-1983 (box 26-28)
Series 6 consists of records of the Statewide Health Coordinating Council (SHCC), the agency responsible for developing the state health plan, based upon health systems plans created by HSAs across the state. Included are correspondence, bylaws, minutes, policies and procedures, reviews of HSA designation applications, comments on the proposed state health plan, and reports by SHCC committees.
