Wayne McMillen served as a commissioner of the Chicago Housing Authority from 1943 to 1953 and as its Chairman from 1950 to 1953. He ran as a candidate in the Democratic Party primary for the 5th District of the Illinois State Senate in 1938. McMillen argued for improved community understanding and broader participation in social planning for welfare services such as public housing.
